As
the Chair of the Uitlity Board, I balanced budgets and kept your
utility rates low. As your next Councilman, I will do the same.
As the City of Tacoma faces another budget shortfall, hard choices
will have to be made. The City Council must make budget priority
decisions that can be sustained. Pushing the budget shortfall into
later years does a disservice to the citizens and businesses in
Tacoma. The new City Manager, Eric Anderson, must be given clear
guidance from the City Council that will form the basis for budget
adjustments and the City Manager must carefully scrutinize all consultant
contracts and staffing levels for City departments. I have been
critical of many aspects of the implementation of the City’s
new computer system. We must not let the costs of that system cause
additional budget cuts to critical services. |

As
Director of a University program, I lead 60 energy professionals and
consultants in helping industry keep and create good paying jobs.
As you next Councilman, I will work closely with Department of Economic
Development to create more good paying jobs.
The City of Tacoma is at a critical juncture in its economic history.
The City has made substantial investments in the arts, tourism and
road and utility infrastructure. Now it’s time for private investment
in downtown Tacoma and neighborhood business areas. The City Council
needs to lay out a clear vision for the economic growth of the community
and must do that collaboratively. In addition, City of Tacoma building
and land use policies going forward has to provide certainty for potential
developers and city staff must continue to provide comprehensive and
expeditious review of potential developments. |

Effective
management of our utilities starts with thoughtful policies. An example
of misguided policy is the current proposal to restart the Steam Plant
in the Tideflats. I oppose the restart because power cannot be produced
there in a cost-effective fashion and Tacoma residents will be unnecessarily
exposed to pollutants.
As energy and other natural resources become more and more scarce,
the City Council needs to provide wise leadership in the use of energy,
in the adoption of alternative energy sources and in the protection
of land and water.within the City. Developing sound policy is what
I do in my daily business and on the Utility Board. I will do the
same as your next Councilman. |
